2 - Part III COMMUNICATIONS ADDRESSED TO THE COMMISSION In the period covered by this report, the Commission examined 626 communications or claims from persons and organizations denouncing 617 specific cases of alleged violations of the human rights embodied in the American Declaration of the Rights and Duties of Man. In addition, it received 334 communications reporting on the general status of these rights in the American countries. After
processing each case (Articles 37-51 of the Rules of Procedure), the
Commission proceeded to examine the evidence adduced by the government
concerned or by the person making the denounciation or the evidence the
Commission itself was able to gather, in accordance with Article 51 of
the above-mentioned Rules of Procedures applying where appropriate the
rule on the presumption of truth set forth in Article 51. In
accordance with its Statute Article 9 (bis) c the Commission
believes that in its annual report to the General Assembly it is
appropriate to comment only on those cases for which the processing and
the examination were completed during the period covered by the report
and in which a violation of human rights was confirmed and regarding
which, pursuant to Article 52 of its Rules of Procedure, appropriate
recommendations were made to the government against which the
denunciation was made. Therefore,
in compliance with Resolution XII of the Second Special Inter-American
Conference (paragraph 4), Article 150 of the Charter of the Organization
of American States, and Article 57 of its Rules of Procedure, the
Commission submits to the General Assembly for consideration such
observations as it considers appropriate with respect to the cases that
meet the above-mentioned conditions. 1.
